Venue: Verkhovna Rada of Ukraine committee on energy matters, Kiev

On 25 April 2016, Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety jointly with the Organisation for Economic Co-operation and Development (OECD) held a round table entitled 'Energy subsidies in Ukraine and first results of the reform'.

Verkhovna Rada deputies, key ministries’ officials and representatives of international organisations, international financial institutions, non-governmental organisations, scientific institutions, leading professionals of energy field and other parties interested in discussing reforming of energy subsidies in Ukraine, took part in the event. The supervisory board chairman of the company 'Kyiv Green Energy' Volodymyr Yakovych Maystrishyn was invited to the round table’s work as well.

At the round table, the responsible ministers reported on the actual state of the current energy subsidies system, and expressed the government’s future plans in this field. This year, 35 billion UAH are planned to be allocated towards the subsidies (i.e. heat energy compensation), exceeding last year’s amount by almost two times. Besides, Vice Prime Minister of Ukraine Hennadiy Zubko noted that the matter of creating an Energy efficiency fund is being dealt with, as well as the matters of mutual payments among the market participants and subsidies monetisation.

International experts, in their turn, spoke of the world’s experience in the subsidies field and expressed their vision of the ways to improve the energy subsidies system for Ukraine.

Overall, the following main goals of the round table have been achieved:

  1. key results and conclusions of Ukraine’s energy subsidies research were presented and discussed;
  2. critical comments regarding the discovered mechanisms of energy subsidies and their assessment were obtained;
  3. possible ways of taking further steps towards reforming energy subsidies were discussed, including social matters which have to be considered during the reform.
